The VFD program is Virtual Floppy Drive 2.1.  See

This really neat Windows program allows opening up multiple
floppy disk drives, with drive letters.  You can specify or
create image files, and even run self-extracting floppy disk
images on computers without disk drives (by creating a
virtual drive at A:).

It opened the FDBOOT.IMG file from the CD instantly and
allowed me to look at FDCONFIG.SYS.
