This is not a problem in pretty much every Linux or BSD distribution. They provide binaries of engines for Quake 1, Quake 2, Quake 3, Doom 1, Doom 2, Doom 3, Duke Nukem 3D, RollerCoaster Tycoon, RollerCoaster Tycoon 2, and many other games that require proprietary game data except the engine is free/libre/opensource software.
As for the LICENSE file, I could reach the authors and work it out with them. Chances are they got it from the GPL release.
