what are the goals for docs? It should be helpfull, yes, but
also it should be easily readable on every reasonable platform.
For HTML you need a browser, for PDF and PS ghostview or
acrobat reader, LaTeX isn't good readable in source code, plain
text is to poor. All viewers are for all platforms freebie, so
it doesn't care a pap for it. You can convert most in each other.
Empirically I can say that PDF files are smaller and better
readable on screen than PS files. So I think the maintainer
should decide which format she/he likes most, because she/he
must work with that ;) Perhaps it's a good idea to put one
copy as HTML on FreeMWares web sites...
