I guess you mean the new Freenet 0.3.7 version. It contained
unfortunately a silly glitch (is prevented now) and will cause to not
start up FProxy properly. Please open the file .fproxyrc in a text
editor and change the entry
serverAddress=tcp/127.0.0.1:19114tcp/127.0.0.1:60499 to 
serverAddress=tcp/127.0.0.1:60499
(the number in your installation will differ, that's ok)
