and while it's 'hung' there is no CPU usage for the Python threads? 
(use SHIFT-P in top)

Well, thanks for your patience.  I know this is frustrating. 

If you just install Zope 2.3.2 it works as expected?
You login as admin and create a new user with the Manager role?

Close all instances of your  browser and any attached email clients
(Messenger with Netscape, etc) 

 Go to your  Zope root (http://localhost:8080), login as this new user,
Import just 'FreePM.zexp' 

It should run far enough to bring up the Main Menu of FreePM.
