Joseph,

FreePM is 98% Zope code. It is a ZClass Product and reuses open source Zope
components heavily.
The only file system code that is FreePM specific is in the Zope Extensions
directory.
In the distribution last build it was left out and there is a tarball on the
site that contains it now.

May I ask your interest in FreePM?  How can we help?
