FreeRADIUS can be made to re-load the users file. I *think* you send it the
HUP signal. I *know* it can be done with the command:

    service radiusd reload

So, if you can somehow arrange for FreeRADIUS to be given the reload command
whenever the users file changes, they you're golden.
