See the other responses if you want to use a DB. If you don't want to use a DB, you can use caching for the passwd file in the unix config in radiusd.conf. If you want to be able to modify the users file and have it reload without restarting/hupp'ing radiusd, look at the fastusers config in experimental.conf. At the moment, I'm using both of these and haven't had any problems related to them. I can send relevant config settings if necessary, but the docs and list archives should contain enough info to get started.
