In the OReilly RADIUS book, it mentions a (free) debugging tool from MasterSoft, Inc. called NTRadPing. I picked it up last night from http://www.dialways.com. This actually redirects to MasterSoft.
They have three levels of software, Basic, Standard and Enterprise. Possibly the tool is available from each but I selected Basic. You have to create an account for the marketing department but once you do that they will offer a list of demo software to download and mixed in the list is this tool listed as free rather than demo. The RADIUS book suggested running the server in debugging mode as 'radiusd -sfxxyz -l stdout' which leaves it in the foreground and dumps everything to your screen. But if you test with NTRadPing, you'll see both sides of the conversation which helps debugging. No logs to read. Hope this helps.
