  The log you posted to the list contains a description of what is wrong.

  You often don't need to do anything to the 'users' file.

  The simplest change to make (if you're not using LDAP or SQL), is to
add the tunneled user name, with a password:

tunnel-user      User-Password = "password"

  That's it.
