For some weird reason, freeradius is starting very slowly, the reason being
that it connects to the postgreSQL server very slowly. I rebooted the
computer and then I looked in the radius log. To my surprise, radius got an
error "Database system starting up" or something like that, and then
proceeded without SQL support.

My suggestion is to add a configuration setting that does not allow radius
to start without the database working. Further still, if the database system
is starting, radius should wait for it to start, shouldn't it?
