I am using GlobalPOP and am experiencing the same situation.  Global was
never able to give me a solution to this problem.

    Hi,

    I've recently started a trial with GlobalPOP to offer nationwide
service. I keep having a problem with accounting. My Radius accounting keeps
receiving the same Start or Stop packet many times. It always has the same
information in it (Session-ID, username, IP address, etc..) except the start
or stop times are slightly different. Even more recently, some of the stop
packets quit coming in and this produces the following error the next time
the customer tries to login.

    I can do a radwho -r | grep username for one of these people having this
problem and it still shows a previous login. If I clear that entry with
radzap they are able to connect.

    I thought Radius was supposed to verify that a customer was connected in
order to deny a login for Multiple Logins. We are able to do this with our
own network of PM3, TNT and TCs but when using GlobalPOP we cannot do that.

    I'm using FreeRadius 0.9.3 and never had this kind of problem before and
we use this same server with realm with many other ISPs for authenticating
our SlipStream ISP customers. Only with GlobalPOP it's the reverse situation
where they run the proxy and we are the final authenticator.

    GlobalPOP has suggested I change the Radius server timeouts. They are
already set as follows in the proxy.conf file. I would think this would be
adequate.

    retry_delay = 5
    retry_count = 6

    Does anyone have any suggestions?
