Actually there isn't a radius.h in that directory. If you go to: http://www.freeradius.org/pam_radius_auth/ to download the pam_radius stuff.
I dug around some more and decided to look at the actual ftp server, where I found ftp://ftp.freeradius.org/pub/radius/pam_radius-1.3.16.tar I downloaded that and it compiled without a problem (duh).
