I just installed FreeRadius 1.0.2 successfully from source code. The first few times I installed it, I had the same errors.
The libraries you are missing are in the XFCE Software Development of the Fedora Core 3 install. More specifically the base packages of the XFCE Software Development. Hope this helps..
