This isn't a FreeRadius issue. This is a configuration issue of your PPP
daemon, as you've been told.

If that's really what your options.pptpd reads, then I can only assume
your system is not configured to read that file.
Do you have:
option /etc/ppp/options.pptpd
...in /etc/pptpd.conf?
