How do you start it and as what user?

Since this is Fedora and uses System V initscript it will start as root and then drop privileges to the radiusd user.

However, if he initially ran the server *manually* as non-root it might have created files with the wrong ownership and permissions which would block the server from initializing when run properly. The most likely files improperly created would be the automatic certificate creation.
