The "ldap" module isn't running at all in the "inner-tunnel" virtual server AFACIT.
You need to enable ldap in /etc/raddb/sites-enabled/inner-tunnel - List info/subscribe/unsubscribe? See http://www.freeradius.org/list/users.html
