This seems to lead back to closed-source Windows programs
with patented speech codecs. If only we had a free codec...

At http://www.rowetel.com/blog/?page_id=452 the most obvious
issue is that "L is chosen to be equal to the number of harmonics
that can fit in a 4 kHz bandwidth". I'm guessing that the rest of the
codec would need some sort of balancing if that were to change.
Changing that 4 to a 7 would be mighty nice.
