Thank you all for your help. I've downloaded and intalled MinGW using installer
mingw-get-inst-20120426.exe . I have also downloaded
cmake-2.8.11-win32-x86.exe, but when i run the installer, i am asked : "By
default Cmake 2.8 does not add its directory to the system path. Add to system
path?". Shall i choose yes?
After intallations, what should be my next first steps to compile? One more
thing: in order just to encode a wave file with CODEC2, save it in my computer
and replay it, do i have to compile all the source or is there a more
straightforward way, using an executable? FreeDV and FDMDV applications don't
provide the option to save the encoded signal, as far as i can see. Can the
codec2.dll be used for this purpose and how?

I suggest you avoid MSVC support Richard. The Codec 2 project is a
response to some of the worst problems with closed source, so it's a
backward step to support closed tools. Also mingw/gcc or even
cross-compiling for Win32 under Linux work just fine so their is no
technical advantage.
