It seems I woke the list up a bit :-)
I just read the ETSI specs, and could see that there is provision for
four codecs, (only) bit encoded in two bits. These are specified as
AMBE+2, Chineese-yet-to-be-named, RALCWI, and "manufacturer specified".

It would be interesting to "grab" that position, at least for HAM use, 
i.e. get
ONE codec that could be implemented and WOULD interoperate.

If some commercial company decides to use that encoding for *another*
codec, then HAM equipment will not interoperate with that, but, so be it.

At least a proposal should / could be made.

The mechanism of CML chipsets seems to indicate how interfacing a
vendor codec = (Codec2 for HAM use) can be done. It would be interesting
to understand how other chipsets are provisioned. I have only spent an 
hour on this.

Also, from an interop view, it would be interesting to (be able to) 
"tunnel" codec2 streams
between HF and VHF/UHF, and thus provide an unbroken stream end to end.
