Having an active item with no SKUs is an operational error...but maybe we
should add code to the action modules for updating and adding items that
prevents you from making it active if it has no SKUs...then again, if you're
adding a bunch of items initially, it's annoying to have to go back and make
each item active. So, we'll have to add logic that forces an item to be
active if you make an active SKU... I'll add a comment to source as a TODO.
