I've done the changes to the weather plugin to allow translation, the
spanish translation in the .po file and added the string to
freevo.pot but I have a problem.

The first is that doing

  $ python setup.py i18n

seems to not update the freevo.pot file. It seems to parse the .fxd but
not the .py files. Even I lost my changes to the freevo.pot one time.
Maybe doing manual changes to the file is not a good idea.

I think it could be possible to include the weathertypes.dat in a python
structure and import it from the plugin. That way the file will be
parsed by the i18n setup script and no manual changes must be done.
