Where does this idea come from?

What do you want to achieve? Do you want to wake your PC from the
internet or from your router?

And why would you need the arp command to awaken your PC? 'arp' just
shows the conents of /proc/net/arp in a "nicely formatted way", so what
you probably need is etherwake.
