IDK. I don't think annealing or tempering gets at the point very well. That assumes a shared parameter space. Again using the Debian example, do the 8 options look like they're all expressed within the same space? If so, it's pretty large ... lumping in climate change with Codes of Conduct and such. Each domain seems like it could be orthogonal, a totally separate belief system ... hence pluralism.
