those readme files are installed using "Fdoc README.Frugalware" in the
buildscripts. Fdoc can be modified to install the README.Frugalware.xx
files, too if there are any
also if you send any README.Frugalware.fr file we can add it without any
rebuild, then it will be included ("automatically") on the next update
