it's autogenerated from various packages' README.Frugalware. if you want
we can add such "README.Frugalware.fr" for each package then
frugalware-apps.texi could be generated from those for the French docs

I think it would add to much work for you to do it now (especially looking a the very high traffic on the french section of the forum ;) ) 
But if this is possible to add a "README.Frugalware.fr" (and if it doesn't implies to rewrite everything) when updating a FrugalBuild, why not?
