also also be other countries with problems concerning ISO-8859-1
In fact this is just about Pootle right now, the setup build procedure
still converts them back to the original encoding. In the long term
we'll probably once switch to utf8 in the installer itself as well, but
that's not something I want to change at the moment.
I have just controlled the whole setup file, and it's ok now :-)
