Yeah, in that context you're right - qualifications of whatever sort are
basically a trust scheme, and even if there are problems with them, I've
never seen anyone propose a better scheme.
I think also people think of qualifications as being much more centrally
determined than they currently are. Modern credit-based qualifications,
like INGOTs, are much more flexible than older ones, and there is a real
peer-to-peer essence to them because they're all benchmarked against
each other in terms of learner achievement. Particularly the ones I've
had contact with are driven directly by industry need, which creates
standards of best practice, which is then used to benchmark the learning.
