Probably true, in both directions.  The BBC notes that Egypt is, currently, one 
of 
the only countries with enough control over ISPs to be able to actually do this.

In respect of the US doing it, I would note that, apparently, the only net part 
of 
Egypt currently reachable is the stock exchange  :-)

(Any bets on when someone realizes that and hacks the exchange?)
