Rob,
    Yep, the chat options will only be enabled when you're logged in to
chat.  James S. is currently working on the chat functionality, and many
people are having trouble connecting or staying connected to the chat
server.

P.S.  I also think I fixed the bug that would show a nickname twice in the
list of connected uploads (right-click menu).  Has anyone replicated this
bug in 1.3.6 or above?
