I agree with you 100% Steve about the if they can download
and save it, and you care dont about that, then why bother protecting them
in the first place.

That is what I have been trying to get across to the client.

If it were that important - think you should consider setting the file
protection inside the pdf itself.

I was reading the end of your post and was thinking.... if they can download
