use urlencodedformat and urldecode for form field value

I'm having a problem with FormUrl2Attributes.  I'm sending the contents of a
form field to the next page.  For example, a vendor named AT&T.
FormUrl2Attributes has a problem with the "&" symbol.  Spaces are properly
escaped out, but ampersands are not.

Do you know how to solve this problem?
