Switch it and you will be correct. That is a fuseaction. A fuse is basically a Fusebox term for a file that does one very specific task. A fuseaction generally has one or more fuses.
fbx_Switch itself isn't the circuit. The circuit would be the directory containing fbx_Switch, fbx_Settings and all of the fuses for fbx_Switch.
