Pretty close. Here is how I see it.
If you have a directory called UserManager (for example)
UserManager
fbx_Switch.cfm
fbx_Settings.cfm
qry_userinfo.cfm
act_validateUser
The directory (and all of its files) make up the circuit.
<cfcase value="validateUser">
is a fuseaction called "validateUser"
(You would call this fuseaction with UserManager.validateUser - assuming
that you named your circuit the same name as the directory that it is in)
qry_userinfo.cfm and act_validateUser are both fuses.
You only need index.cfm in your root directory, not every circuit.
