It sounds to me like you want smodel to be a circuit within your main application, right now you're treating it as a standalone fusebox application if you're pointing to the index.cfm in the smodel directory.
Do you really need sModel to be a standalone application (own set of core files), or could it be a circuit within the main application?
If it really needs to be a standalone, then you define the circuits in IT'S fbx_circuits.cfm, not the other application which happens to be one directory up. It won't know about the circuits defined in that application.
