Tony,

the *top* level fbx_settings file is required. That is because it is where a
<cfparam name="attributes.fuseaction" default="">

exists so that you can set a default fuseaction for your app. At the time
(October 2001) the idea of putting ALL settings in the fbx_settings file
rather than throwing the single default fuseaction setting into the
index.cfm, seemed like a good idea.  50/50 on if it was such a good idea,
but nevertheless it is something the Standards Committee would love to hear
your thoughts on.
