Thanks for your answer. I knew that fbx_Settings file was required in 
the root circuit, but your answer helped me discover that if I set 
fusebox.suppresserrors to True then I don't need a fbx_Settings file in 
the child circuits.

<cfset fusebox.suppresserrors = false>
