setclientcookies="Yes" only sets CFID and CFTOKEN (and CFMAGIC if you
also have setdomaincookies="Yes").  It has no effect on where client
variables are stored.  That's controlled by the clientStorage=""
attribute.

I am not 100% sure but if you set setclientcookies="yes" it stores all
the
information not only in the DB but in the cookies hence your limit is set
by
the cookies not the DB.  I could be wrong though.
