What I do is have three circuits. One contains all of the 
query/action files, one contains the dsp_ files for the
user, and one contains the dsp_ files for the admin. That
way the only thing I'm "almost duplicating" is the dsp_
files. (I'll spare you a long discussion on why I don't 
necessarily consider that duplication.)
