You want to do something like this:

 return FormatDate(Today(), "ld, lm, dd, yyyy");

The first parameter is a Date object, and the second is a single string
in which the codes such as 'ld' are converted to parts of the
corresponding output string.

If the date is already in a string form, such as a data field, you want
to first call DateFromString, and then use FormatDate on the Date
object, like so:

 return FormatDate(DateFromString(Field("Birthdate")),
                   "ld, lm, dd, yyyy");
