Ok, I've checked this. My comment was wrong about getdefaulticonfile().
But, I found this:

hicolor is the fallback if in a used theme an icon is missing. Therefore
the xdg process won't return a path, only the icon name. Therefore it is
not recommended to use 'hicolor' as a theme.
Hope this clears it a little bit.
