After reading that thread, this is my opinion: fvwm should only honor requests that a) specifically make the attempt to give the identity of the sender or b) properly identify themselves as a pager/taskbar/etc. In these cases this gives fvwm the chance to allow the user to manually override a particular application if so desired. Normal apps that don't try to identify themselves should have their messages ignored (barring the few useful messages like the fullscreen thing).
