This sounds to me like an XY problem [0]. What is it you're trying to do? You can't arbitrarily ask FVWM to create different virtual desktop sizes. What you can do though is ask X11 to have a ViewPort size which would force FVWM to pan around that, which might do what you want. But why you wouldn't just use virtual desktops as-is and use the Scroll command to pan around them, is beyond me.
