I believe it depends on how they're applied.  If you use them with
fvwm-root -r, then the image is retained across desks.  If you apply
them via a colorset, then depending on the options you use, that will
take up more memory.

Not quite true -- often single block colour takes up less memory than
an image on the root window.

Of course, if FVWM (and the operation of your PC) is not sluggish, why
should it matter to you?
