A "hardware-based" firewall is probably most commonly defined as one for which the vendor writes the entire operating system as well as the firewall/vpn portion, and the hardware is provided as part of the purchase (IE Pix, Sonicwall, etc.). Though close, SecurePlatform wouldn't count because CP didn't write Linux, they just recompiled it for their use, and the hardware it can be run on is most X86-based servers which are purchased from other sources.
I think the distinction between software-based and hardware-based is beginning to become a moot point though, when we have SecurePlatform and Nokia devices which are very close to being "hardward-based." For instance, when you buy a Nokia device, you get everything (hardware and software support) all from one vendor, though Checkpoint has written the firewall/vpn portion. And when you buy SecurePlatform, all you need is an X86 server. Hardware-based firewalls also do not perform as well because the hardware isn't up to spec with top of the line general purpose servers that software-based firewalls run on (Sun or X86, etc.). But they are definitely easier to troubleshoot, because you don't have as many layers of complexity.
