It all depends. If you are upgrading to IPSO 3.8 and NG+AI the newpkg -I will not work. Take a look at resolution 20599 at nokia site. If you are upgrading from FP3 to NG+AI and you issue "newpkg -I" you upgrade will work only if you are upgrading the firewall software not to IPSO 3.8 IPSO 3.8 does not support NG+AI from Checkpoint you need to get specific NG+AI for IPSO 3.8
