Yes, configure the ip_assignment.conf file in $FWDIR/conf on your smartcenter server. Matches the authenticated username with the username/ip assignment listed in the file to ensure that the person always receives the same ip address. Make sure you exclude these permanent ip addresses from the Office Mode Pool, otherwise you will occassionally assign the 'reserved' ip address to a general securemote user.
