Also make sure you check to see if your management server is still
listening on port 18190. (netstat -a | grep 18190)

did this ever work from this client (this IP)?

if yes -> check
* client's IP
* date in the client
* "cpstat mg" on the mgmt-server if it's running

if no -> check
* $FWDIR/conf/gui-clients if the client's IP is defined there
* if the policy allowes access from this client to the mgmt ...
