Setting up our new env which will be a HA config

I have my 2 modules installed and another server as the management.
Basic setup is..

                   - Public IP
                   |
               management
                   |
        -----------|--- - Private
       |               |
       |               |
    module          module

Lots of other networks here that are private IP's but which the modules
have routes to the real public addresses that they will be on the network.

I have licensed everything to the private IP of the management server. I
 can access the management using the 'public' address of the
management. I have added each module and created a cluster using the
management fine. I can get topology etc of the modules from the
management so communication is OK.

When i come to install the default policy i get the following error

Reason: Load on Module failed - failed to load Security Policy.   (
message of member fw-gwa-n1 )
Reason: Load on Module failed - failed to load Security Policy.   (
message of member fw-gwa-n2 )
Error - No Valid FloodGate-1 License. ( message of member fw-gwa-n2 )
Error - No Valid FloodGate-1 License. ( message of member fw-gwa-n1 )

If i don't try and install the QOS policy i still am left with

Reason: Load on Module failed - failed to load Security Policy.   (
message of member fw-gwa-n1 )
Reason: Load on Module failed - failed to load Security Policy.   (
message of member fw-gwa-n2 )

Questions are... What is the general cause of the Reason: Load on Module
failed error and what can i do to stop this happenning? What IP should
the floodgate license be attached to?

thanks for any help - Support have been taking ages and had me going
around in circles!!
