I remember hearing that back in the day the License was tied to a
specific IP on the enforcement point. But I don't think there was a time
where you COULDN'T transfer a license. I heard migrating the license
used to be a PITA. 

With NG R55 and on, all the licenses reside on the Smartcenter Server
and are not tied to anything hardware specific. The only thing the
licenses are tied to is the IP address of the Smartcenter Server. Even
that is easily re-generated in case you change the Smartcenter server.

Either way, I've been able to swap licenses between SPLAT and Nokia's/
Nokia to another Nokia without any difficulty.

You don't have this problem on generic Intel platforms.
